Arkansas'  Legislative District Data Update and Geographic Information System Needs Assessment for the Secretary of States Office

In the 1990's the staff of the Center for Advanced Spatial Technologies (CAST) collaborated with the Arkansas Secretary of State's office to develop a plan for applying Geographic Information Systems (GIS) technologies to the  2001 legislative redistricting procedures following the 2000 Census. 

Then and  Secretary of State's office is responsible for maintaining Arkansas' House and Senate boundaries as well as distributing this information to the State's 75 county clerks. Traditionally, this task had been completed manually on hand-drawn maps, and was very time consuming. CAST assisted in the evaluation and selection of an appropriate digital methodology for creating and updating this information and the transfer of that methodology and related GIS software into the Secretary of State's office. The resulting digital data and development methodologies were the first step in an on-going cooperative effort between CAST and the Secretary of State's Office.

These digital map products served as the base maps for statewide redistricting of the House and Senate boundaries in 2001.

This collaborative effort also provided the foundation for the long range goals of Geographic Information Systems implementation within the Secretary of State's office.
