These data sets are not compatible with existing GISs and other mapping software applications. However, there are over 20 different application software that have been developed by 3rd parties for these data sets including at least a couple of converters and an original GIS (see Software & Utilities: GIS/GPS/RS/CAD etc.).

The highly restrictive data usage conditions of the past seemed to have loosened up considerably. I have heard there have been next to no problems getting permission to develop this data but you must apply for permission. Potential developers are strongly advised to contact the Geographical Survey Institute (GSI) (Kokudo Chiri'in) with specific questions regarding usage restrictions.

"50m mesh (elevation)"

Romanized Pronunciation: Sûchi Chizu 50m Mesh
Coordinate System: Latitude/Longitude
Format: ASCII
Coverage: As of Dec. 1, 1996 2,798 sets. Most of the country is covered with the exception of the islands of Hokkaido and Shikoku. Coverage is expanding and complete coverage (over 4,000 sets) of the country is expected by the end of 1997. Approximately 10km x 10km area per set.
Cost: ¥7,500 (as of March 1, 1998) CD-ROM (The first of a three part CD-ROM series of national coverage has been released and contains over 2,000 50m DEMs.
Released: Initial sets released May, 1993. New sets released periodically.
Notes:
  • The 50m DEMs (1.5" longitude x 2.25" latitude intervals) were produced through interpolation of raster transformed vector contour lines scanned from 1:25,000 topographic maps.
  • Cell values represent elevations at cell center.
  • Each DEM is arranged to coincide with the standard 1:25,000 topographic maps (area covered is 7'30" of longitude, 5' of latitude) published by the Geographical Survey Institute.
  • Each model has 200 rows, 200 columns and elevations are quoted to 0.1m (10cm)!
  • This is perhaps the most accurate of publicly available DEM sets representing Japan.
  • A record format in English is available and complementary viewing software is included (in Japanese) at no extra charge.
  • Software and the data comes on either a CD-ROM, 1.2 MB diskette (formatted for NEC 9801 (VX series) PCs (DOS V formatted)) or 1.44 MB diskette (formatted for Macs).
  • There is a software for sale called, "Bird's View 50" designed expressly for this data set. It runs under Japanese Windows 95 and may be purchased from the Japan Map Center.
  • The index map of data sets is printed in Japanese.

    "250m mesh (elevation)"

    Romanized Pronunciation: Sûchi Chizu 250m Mesh
    Coordinate System: Latitude/Longitude
    Format: ASCII
    Coverage: 88 250m x 250m DEMs to cover the entire country. Approximately 80km x 80km area per set.
    Cost: ¥7,500 (as of March 1, 1998) CD-ROM
    Released: May, 1993.
    Notes:
  • The 250m DEMs (7.5" longitude x 11.25" latitude intervals) were produced through interpolation of raster transformed vector contour lines scanned from 1:25,000 topographic maps.
  • Each 250m DEM is arranged to coincide with the standard 1:200,000 topographic maps published by the Geographical Survey Institute.
  • Each model has 320 rows and 320 columns.
  • A record format in English is available.
  • Viewing software is included (in Japanese) at no extra charge.
  • Software and the data comes on either a 1.2 MB diskette (formatted for NEC 9801 (VX series) PCs (DOS V formatted)) or 1.44 MB diskette (formatted for Macs).
  • There is a software for sale called, "Bird's View 250" designed specifically for this data set. It runs under Japanese Windows 95 and may be purchased from the Japan Map Center.

    "1km mesh (elevation)" and "1km mesh (average elevation)"

    Coordinate System: Latitude/Longitude
    Format: ASCII
    Coverage: 166 1km x 1km DEMs to cover the entire country.
    Cost: ¥9,700 for a single disk covering the entire country (as of Dec. 1, 1996).
    Released: May, 1993.
    Notes:
  • The 1km DEMs (30" of longitude x 45" latitude), like the 50m and 250m DEMs, were produced through interpolation of raster transformed vector contour lines scanned from 1:25,000 topographic maps.
  • Similarly each 1km DEM is arranged to coincide with the standard 1:200,000 Regional Topographic maps published by the GSI.
  • The data consists of 166 files compressed on a single floppy disk that when uncompressed require 6MB of space.
  • Each has 80 rows and 80 columns.
  • There are two types of 1km DEM data available: "Elevation" (elevation at grid center), and "Average Elevation" (average 16 points within a grid).
  • The two types are sold separately, each on a single diskette.
  • A record format in English is available.
  • Viewing software is included (in Japanese) at no extra charge.
  • Software and the data comes on either a 1.2 MB diskette (formatted for NEC 9801 (VX series) PCs (DOS V formatted)) or 1.44 MB diskette (formatted for Macs).

    "Digital Map 2,500 (Spatial Data Framework)"

    Romanized Pronunciation: Sûchi Chizu 2,500 (Kûkan Data Kiban)
    Coordinate System: plane rectangular
    Format: Geographical Survey Institute developed
    Coverage: Over thirty CD-ROMs of partial or total coverage of selected major urban areas in and around Tôkyô (18 CD-ROMs), Ôsaka (12 CD- ROMs), and Nagoya. Some Tôkyô urban areas included are: Tôkyô, Kanagawa, Saitama, and Chiba. The GSI is continuing to expand coverage to include additional major and local municipalities.
    Cost: ¥7,500 (as of March 1, 1998) CD-ROM
    Released: April 1, 1997.
    Notes:
  • The preparation of this data set began in 1995.
  • The areas currently covered include the built-up and suburban development area of the Tôkyô Metropolitan Area (7,878 sq km) as defined by the National Capital Region Development Act, the built-up and suburban development area of Ôsaka Metropolitan Area (5,408 sq km) as defined by the Kinki Region Development Act, and the built-up and suburban development areas of Nagoya.
  • These data distinguish city blocks by polygons suitable for address matching.
  • Compilation included data converted from digital maps already held by GSI, newly digitized data from local government 1:2,500 city planning base maps, or newly digitized data from local government 1:500 road management maps.
  • Contents include:

  • The data is partially topological. The administrative boundaries and city blocks are polygons made up of vector lines and roads are of a network structure. However, buildings are in raster format and therefore non-topological.
  • A format description (in Japanese text format and HTML) comes with ordered data sets and may also be found the the GSI web pages. Both sources however, are written in Japanese.
  • Viewing software that runs on Windows95J and Windows NT 4.0J is included on the CD-ROM.
  • The source data can be divided into three categories. The first is 1:2,500 scale paper maps contributed by local governments. The second is the GSI's Digital Map 10,000 (see below). The third is derived from the 1:5,000 or 1:10,000 scale paper maps published by some local governments and was used if neither first or second category data was available. The ratio of contribution of each source in the order described above is 68:27:5. These source data were collectively and
  • Digital Map 2500 is considered a GSI trial proto-type for a larger Geospatial Data Framework. formerly called the now dissolved "National Large Scale Map Database."
  • Data is free to local governments who contribute data.
  • You may wish to consider checking with Zenrin, Inc. and Shobunsha, Inc. for commercial data sets at comparable scales.

    "Digital Map 10,000 (combined)"

    Romanized Pronunciation: Sûchi Chizu 10,000 Sôgô Data
    Coordinate System:Gauss-Kruger Plane Rectangular Coordinate System where coordinate values describe the distance from one of 19 origins. All coordinates, with the exception of the 4 corners, are relative to the bottom left corner.
    Format: ASCII and Shift-JIS code characters.
    Coverage: As of Dec. 1, 1996 235 data sets that include the Tôkyô Ôsaka, and Nagoya metropolitan areas, Sapporo, Morioka, Toyama, Kanazawa, Shizuoka, Kyôto, Takamatsu, Okayama, Hiroshima, Kita Kyûshû, Fukuoka, and Nagasaki. Coverage is expanding.
    235 data sets of 1:10,000 Integration Data (1:10,000 Sôgô Data) of various densely populated parts of the country.

    Notes:
  • This vector data set is sometimes referred to as "1:10,000 Integration Data" (1:10,000 Sôgô Data) because of its synthesis of a variety of features including roads, railways, water edges, administrative boundaries, annotation, and point data representing benchmarks, important buildings, and other information compiled for the now dissolved National Large Scale Map Database (Kokudo Kihonzu Database) begun in 1989.
  • It does not include contour lines, building footprints and address information.
  • Compiled at scales ranging from 1:500 to 1:10,000.
  • Most of the information was either scanned in or manually digitized from separates of the 1:10,000 Topographic Map series.
  • Heavily populated areas are the subject of this database.
  • Coverage is expanding.

  • The 1:25,000 digital map information collection project began in 1984.
  • The objective of the 1:25,000 project is to prepare a digital cartographic database from the 1:25,000 Topographic Map Series while the purpose is to facilitate automated map compilation and production as well as provide data to the public.
  • Base map data such as contour lines, administrative boundaries, roads, railways, and shorelines are the object of collection.
  • The execution of the project is proceding very slowly. As a consequence currently the available 1:25,000 vector data sets include only coastlines, shorelines of major lakes, and administrative boundaries.
  • Data is topological.
  • Each data set corresponds to a 1:200,000 Regional Topographic Map.
